I recommend seobook, seochat and bruceclay. If you're not comfortable with coding, also try the tutorials at w3schools.

I would say have a good look around THIS forum. You can learn a lot (I have) by reading other peoples questions and its replies.

A good way is also by looking at the Services section. I would use the reviews of services as a guide to see what works and what doesn't.

seomoz, seobook, searchengineland, - and like seoibiza said -try things out on your own site - setting up a blog or a little ecommerce site specifically to test things out, outside of your main commercial interest is a very good idea.

Here is a pretty good rss aggregation I like to pay attention to. http://www.yourseomentor.net/

Spend about 1-3 hours a day keeping up on your favorite
SEO sites and blogs. Then the main thing is to have your own
sites that you spend the rest of the day testing what you have
learned. Your going to learn the most through experience and you
will also develop your own style with certain techniques you
    like better then others.

SEOBook was good, but now it just seems Aaron promotes his SEO training.

I would say SEOMMoz, but nothing beats hands on experience.

Google is one of the most effective Gateways to learning SEO. Search for whatever you need and compile data from different sites and webmasters. No single site can offer you all the information that you look for...
