I think it is internal,you know it is easy to control and if your internal link are good,the pr will be transfer to other pages.The external link need time to build,and we do not assure all of our internal link could promotion our website. You can control the internal link and pass on pr to the home page but you can get high pr external links that pass on more pr juice. You need to work on both to be sucessful!

External links is more important. I have seen a site with many content and internal link but less traffics. Google will give you visitors mostly based on number of domains and its PR.
If you're wikipedia you never need to get another external link and your pages can continue to get high PR from internal linking. If you're anybody else, you need to get external links in order to have high enough PR to have anything to pass to your internal pages.

Your internal links are important for two reasons. 1. Spiders don't like to back out of pages, if you have a good navigation structure with all pages internally linked, then it can make it easier for the bots to crawl your site. (site maps are still a better way to go for indexing purposes) 2. It may help your site visitors navigate your page too. Although they may not utilize them as much as a search bot might. Incoming links from outside sources, those are good at helping to establish your rankings in the search results. Google still relies heavily on incoming links to your site, in helping to determine its relevance. Although no one can say for how much longer this may be the case.
IMO Both are equally as important for passing PR. There should be no difference. The same PR formula based on the PR of the page linking to your URL and the number of outbound links on that page should apply to both external and internal links the same. External links are likely more important for ranking purposes IMO. I'm guessing they track external links, the link text for external links, the relevancy of the external pages linking to your URL separately from those same attributes for internal links to your URL. They likely apply more weight to those attributes/ranking factors related to the external links than those same attributes/ranking factors for internal links for ranking purposes because other sites' links to your URL are seen as unbiased 'votes' for your URL. Internal links would be seen as 'biased' so they would carry less weight. Unfortunately no one knows 100% for sure.
I agree, internal is more important but you must do the inbound link correctly. Also all internal-outbound links should have the rel="nofollow" attribute set.
