which one is more important on page seo or off page seo?

You need both. One alone is not sufficient. You must equalize and use both methods. On page SEO should be fairly easy though, so you get the most for your time with on page SEO

 

Off page is more important...a good example is how
adobe.com ranks #1 on Google for the search phrase
"click here"....there is obviously no on site seo for that
phrase on their site...they get that rank because there
are so many sites linking to theirs with "click here" as
the anchor text.

I wouldn't completely ignore on site optimization but
offsite is much more important.
