Both of them are important. Without backlinks it would be hard to get GOOD traffic and also without a content you can't target different good keywords!

Then, for long lasting results, on site SEO and content marketing take the lead and the backlinks should be created by themselves, if you're generating quality content and sharing it appropriately.
