Sometimes not always theres a lot of people who have found out the wrong way after building there sites & no traffic.
It does not depend on traffic. You can't just setup the site and expect visitors to come. I use Google AdWords Tool for my sites and it is extremely useful.
The most probably is from Google itself because they have the data collected by their own database. You can just prove which is better when you are already on top of your keyword and see the traffic.
Would say Google keyword tool is quite accurate. Keep in mind that high worldwide searches does not mean that your target market (country) has a high search volume. Check your country's search volume, to be able to get a better picture.
You can also trust semrush, because it's based on google data, and i think it's better for keywords suggestions.
