These links carry more weight for search engine rankings if you use anchor text that matches the keywords you are trying to rank your website or webpage for. To protect your website from the sandbox you need to keep things looking natural so don't just go out and try to get as many do follow backlinks as possible, you need to balance it out with some no follow as well. Also don't use the same anchor text over and over again, instead choose 4-5 main keywords you wish to rank for and on top of that throw in some anchor links that have nothing to do with your keywords, such as your name or phrases such as "you can find that info here" or "go here". You can create your own backlink networks by using high PR article sites and blogging platforms then building up the page rank of those so the juice flows to your main website. It can really turn into a never ending process if you are trying to rank well for something hard to rank for. The easier to rank for stuff you can get great results with a small network.
