Create your own landing pages dedicated to the products/services you are promoting

Put the keywords in the titles and texts of your ads and put the keywords on the top of your landing pages too

Try to get the keywords in your URLs (domain name/sub-domain) too

Your landing page will really determine the success of the keywords you are bidding for. Remember that the most important factor that will play a role in your ad positions besides your bid will be the quality score Google gives your landing page. In many ways it has become like SEO.

1- Make sure the content is VERY relevant to the keyword you are bidding for.

2- Make sure your ad groups are very tightly structured and do not send all your traffic to the same landing page or Google will figure that out.

3- Make sure the title on your landing page, URL string, among other factors are relevant.

    Here is a post I wrote about <a href="http://palatnikfactor.com/2008/06/27/creating-landing-pages-that-convert/">Landing Pages That Convert</a>

Be as compliant as possible with Google as that you can get a "great" quality score. Make sure it has TEXT and not too many images.

this is all well and good advice but you still need the budget to compete in many verticals.
