there's nothing as "the most important thing" in SEO. all activities should be followed in order to get fruitful results. you can't stick to a single activity and think that it will give you something concrete

Agreed. Make sure your coding is tidy, you have a sitemap. Keywords should be in H1 & H2 tags, good keyword density and variations. Deep link to relevant area's of your site.

I would also pay attention to meta tags, although this not really for Google but the other search engines .

Get these things right and it should set you up nicely :)

Unique content written with SEO in mind. A proper site structure.
Keep in mind quality backlinks are still the most important factor to rank high so don't get too obsessed with onpage SEO.

Of course your content needs to match your audience.

But you won't even have an audience if you don't write good Title and Description Tags because they won't click through.

All things are equal, because if you really screw one up you are still screwed :) The most important on page factors are internal links, keyword density, and then last priority are the title tags, etc.

When I think of on-page SEO, I think of what I can do on Page X to make Page X (not other pages on my site) rank better. This includes things like the name of the page, <title>, <h1>, <h2>, content of page, etc.

When I think of things like the linking structure of my site and the link text I use when interlinking pages on my site (i.e. what I can do on Page X to make Page Y rank better), I call that on-site SEO. This would include URL structure, navigation, hierarchy of the site, link text used to interlink pages, etc.

Then of course, the things I can do on other sites to make my site's URLs rank better (basically link development) I consider off-site SEO.

Soooo... using my definition of on-page SEO (strictly what I can do on Page X to make itself rank better) I think a good <title> element carries more weight than any other single thing you can do on the page itself to help it rank.

for me the most important on page activity are generating the right keyword with high search results and less competitors and then the constant update of informative, effective and fresh content so that visitors keep coming back.

All the on-page optimization factors are important to rank high in google search engine and all other search engine. So there is no most important on-page optimization factor.
