Thats not really how it works. All affiliate programs are free to join. If they cost you anything to join, then it is a scam.

What you should be asking is what affiliate program pays the most and which converts the best?

A publisher is the same thing as an affiliate... do you mean that you're an advertiser looking to start an affiliate program?

 

I think you mean that you have a web hosting site and you want to advertise it by setting up an affiliate program with an affiliate network. If this is the case then you will become an advertiser and not a publisher.

Try Clickbank, they now offer recurring billing and the fees are very low.
