For that amount, chances of getting a good site is meager. It is better off having a good budget or getting quality links for free.

I have an acquaintance who does backlinking for 15$:
- 250 high PR links with some anchor text in first layer and around 2500 profiles with links to high PR links for second layer
OR
- a bit more than 5200 backlinks as user profiles with your URL and up to 3 keywords

This is all done in 1-3 day deadline (most of the time in 24 hrs) and you get a full list of all links he creates so you can check them yourselves.
