    I too say both are same. You could not choose any one of them. SEO come first but you could not leave SEM.

    I think both are good. But in the point of view organic results search engine optimization is better. S.E.O give us organic result but S.E.M don't do so. S.E.O takes long time. So, in the point of view time S.E.M is better.
