I think there is no best keyword tracker, but the most useful keyword tracker based on individual requirement. You can choose your favorite one from the following list.

Here is the list of tracker tools that I know so far, I compile it and make it available to all of you.

Wordtracker definitely the top in the selection list - http://wordtracker.com/
    Digital Point - http://www.digitalpoint.com/tools/keywords/
    NiceBot - http://nichebot.com/
    Google Adwords - https://adwords.google.com/select/KeywordToolExternal
    Yahoo Overture - http://inventory.overture.com/d/searchinventory/suggestion/
    Good Keywords - http://goodkeywords.com/
    Keyword Count - http://www.keywordcount.com/index.php/welcome
    Keyword Density - http://keyworddensity.com/
    SEO Book - http://tools.seobook.com/general/keyword/

Anyone who has tool which is not listed here, feel free to add into this list.

I am not playing high paying keywords anymore.... cause the share revenue is too little for me.... I try to playing the multiple meaning words for multiplying my revenue!

Considering that the AOL dataset was a better than good sample size to look at how people actually search for stuff, you can get a good idea what people are looking for, for each keyword. It wouldn't throw up latest trends, mind you, but should work for most of the time :)
