On my opinion, HostGator is the best one. I have a shared hosting account with them since 2 years and never had problems. They also have recently upgraded my Cpanel theme with many new features.

I am not sure about others except bluehost. I have used in the past and had problems because of excess CPU usage. but the same site haven't faced any issues with other hosts. other than that it was quite good package for me

I don't think hostgator has a limit on mySQL dbs and I think it's something like 25% of system resources for a certain amount of time. They have a limit of 50,000 files per account.

do you think it's good enough for forums about 500 users online at the same time? just run the vbulletin and few add-on that's all. light forums

    those all suck IMO
overselling isn't cool... if you want a slow site and share the server with 1000's of others, get a host listed above
if you want a real host, check out fluidhosting.com
I've been happy with them for over a year, great support
