    For blog - Wordpres.
For large sites like portals or news sites - Joomla.
    For social networks - LiveStreet.

Also quite interesting: MODx (my favourite), TYPO3, Symphony.

I've used WordPress as a CMS with a lot of luck. It's extremely easy to create a custom theme and you can use the Blogging platform to dynamically add pages, plugins, widgets etc. There may be better solutions for CMS's but for me wordpress is more than enough for 90% of the web sites I create.

Now days you can find many CMS available over World Wide Web. Some one out there recommended Joomla, Wordpress, but there are some more as well, which includes Magento, Opencart. Opencart is one of the best CMS to deal with Ecommerce Websites.

The best one is the one you coded yourself or had coded to your specifications. Open source is bloated to fit the needs of the many.

Tricky question. The answer has more to do with the problem you are trying to solve and the type of website you are trying to build than anything else.

Honestly, for probably over 90% of most people's / business' needs, the simple answer would be WORDPRESS. No joke. This includes building websites and businesses that are NOT blogs. WordPress is very extendable and now supports custom content types and taxonomies out of the box, it's grown up to be quite the flexible and powerful CMS.

For websites and businesses that require really heavy lifting, say 10,000+ articles and 10,000+ visits per day, you might want to consider more robust options like DRUPAL (open-source, free), or ExpressionEngine (viewable source, paid). These CMS systems are serious, and forget Joomla, seriously, just don't bother if you're starting from scratch.

The big consideration you should think about: Availability and quality of local developers. This can have a direct impact on how effectively you can build your custom website / apps.

Of course that is just my opinion, but I'm sure if you invest some time to research it for yourself you will come to a similar conclusion.

    Cheers.
    Pete
