Both are important for SEO. If you don't have good and unique content, meta tags and a minimal amount of technical mistakes you can't replace that all with good backlinks. And opposite, if you have good backlinks but have so many mistakes on the site, so I doubt Google would rank your site well. So, you should do as on-page SEO and off-page.
In on page the content and keywords you stuff should be careful, and at the same time quality backlinks is more important than backlinks count.

While it's true, godly backlinks will give you ridiculously unworthy authority and potentially rank you in your keywords, it will still be worthless if not for a quality website.
