Which is more important: onsite or offsite SEO

I think offsite SEO is more important than onsite SEO. Why? We have all seen horrible websites ranking #1 in SERPs just because the amount of links they have.

I think is offpage SEO(backlinks) more important better than On page...in SEO,Keyword research(10 %),ON page(20 %) and Off page or backlinks is 70 %...so if your website want to page 1 on google ,YOu do backlinks...

Both are as important. But due to difference in the ranking algorithms, Google put a bit more importance on offsite optimization while yahoo prefers onsite optimization a bit more.
