    penguine did not target any one seo technique it removed all low quality links. you do socialbookmarking and forum both to get backlinks so both techniques are effective if you submit to proper category and good pr.

    Dont think the penguin algorithm was particularly targeted at editing their weight on back links rather focusing on penalising "spammy" pages. Having said that it has always been known that any relevant link is worth obtaining regardless of its source.
