I think it's because most Chinese users prefer content in chinese even though they understand English. But, the number of english speakers in China is expected to rise sharply and by 2025 its estimated that the number of english speakers in china is going to be more that of native english speakers in the rest of the world. Which I guess is a great opportunity for website owners as they can create content for this large upcoming chinese audience. China is adding english speakers at a much faster rate than India and eventually a lot of the outsourcing industry too could move there.

even me if i wanna search something about china and chinese i will use baidu because they return more acurate result than google china. (and i cant read chinese haha)
