on page and offpage factors should be balanced. you must optimize both to the maximum level so you should not take one lightly over the other.
Did I say that it is possible to rank high without on-page optimization? Yes, first you always must make on-page optimization. But it is easy if you are good optimizer. For me to optimize site takes not more than one day. BUT! To make good off-page factor it takes months or years! Thats why I sad that off page is most important, because it is most expensive. In commercial niches it doesn't work like this. If you will sit and wait for natural links you get nothing. You must work hard to make good off-page optimization.

Both onpage and offpage are equally important. But offpage is a lot more work. Onpage is fairly easy if you learn the basics. Offpage is the real burden and has to be constantly moving forward and building. Takes years to be very successful with offpage optimization. Onpage takes a day or less (more time for larger websites).
a combination of both factors would lead you to a much better outcome...its like 30% on-page and 70% off page work.. it takes time before you see the result but its worth doing them both..goodluck!!
Both on-page & off-page optimization is important, your target keyword is very high competition bsz you can build links from relevant with high pr links then sure it is helps to you.
