Liberty Reserve (LR) by nature different from AlertPay (AP) and Moneybookers(MB). You need to go through exchangers to convert your LR balance to cash. AP and MB are similar in nature to PayPal(PP). AP chargeback protection is as bad as PP but MB has a better protection.

As I see, MoneyBookers is the most famous among them next LR.

    All are good one here.
But make sure which account is available in your country and only that account you will open.
I used Paypal and Alertpay both which is working good for me.

In my opinion you can face some or other problem every where, make your plus and minus and choose the services.

If you are considering LR, I would also take a look at Webmoney as one of the options
