I think the second is better, for the first one is directory deeper than the second, and you need set the subdirectory default file type like: index.htm! If you use apache you need set the indexs option!
.html, .php, whatever.... is academic. It does not matter. But /category is often not required. It really depends on what you are trying to do. An example of what you are doing would help us answer your query properly. hope that helps, Nigel
