What you really want is to get your link on a page that is related to your site and has PR and traffic.
Both of them are good, but getting listed in DMOZ is even better since it's an authority site. However, it's very difficult to get listed in DMOZ these days. The approval time takes forever.
depends on this: - cocitation of the other outbound links - authority of the domain - anchor text - cough...pr...cough
one other thing....make sure yuou get listed in a directory that doesn't use the rel="nofollow" tag on their listings....

Directories which are similar to DMOZ, have high ranking are better compared to those PHP based directories or those who needs you to exchange links with them.
What on earth do you mean by that? Not only is it always free, but you shouldn't "keep in touch" with them. Submit and forget.
One of my competitors became an editor on DMOZ a long time ago... (Smart move I say)... How can I tell? Only the sites of a (the one I mentioned above) single competitor have been listed in my particular keyword and none after that... Or I could simply be paranoid..
