Yes agree, those on my wordpress.com typically go PR3 without me doing much efforts in the promotions.
It depends on how you use it. If you publish original articles then both will work for you. If you plan on it being solely as a means of redirecting traffic to another site and you're not careful on how you do it, then HubPages won't work for you. The rules are strict. But the results from that is seeing it grow into a strong site.
Wordpress would do it, yet if you are limited to the other two only, then i would take Blogger as you can make like 20 blogs under 1 username
