For your budget of $45 dollars, you can get around 800MB of RAM. Note that these plans all require you to have a shared hosting plan with them too, which start at $8.95. Their in house developed panel is good too, giving you the same features as cPanel. I'm not aware of any host that meets your specifications and has cPanel...
