    you can use most reputed forum software available in the market with windows server.
    vbulletin would be my choice for this.

    i must say, you should use YetAnOtherForum.NET. it is free and very secure and works well on windows server

    both vbulletin and phpBB are okay, if you can pay, go for vbulletin, its the best.
