    I am thinking that it was something custom coded and developed. It doesn't look like a typical box script that you would find online for sale.

    this looks like a custom made forum..

    it looks like one developed when forum softwares like vbulletin were getting noticed..

    Yeah agreed with others after looking at code it's custom....looks like they need to update that site it's a little messy.

    It's custom coded. If you're looking for something similar, bbpress is good. That vanilla forum link above is lovely looking too.
