Which forum script is the best and way?

I'm going to set up a new forum, but I don't know which script to choose.
phpbb, ipb, vbulletin and maybe other?
which is the best and way?

I was using PHPbb 2.0 for years ive just converted to VB and its brilliant, everything is easy and no coding to install plugins etc, runs like a dream

 

And what about phpbb3 ?
And about converting phpbb to vbulletin, will it convert good if forum is Latvian language? there specific symbols like: āčūēš etc

 

to be honest i havent tried phpBB 3 but i cant see it being better than VB, converting isnt a problem VB comes with something called IMPEX that converts the data bases, not sure about the lauguage thing you'd have to look on their site for info but i would imagine it would be fine

 

The only thing way vbulletin isn't so good, is that it is not free. but I think it is worth it.
I want the safest, best for SEO and friendliest for users and maybe I can get it for free?
I still can't decide

 

yeah thats the only thing that put me off but it is worth it, i brought it and VBseo and already i can see the difference in 2 weeks

 

I used phpBB 2 for over two years. That was on a free host and my abilities was restricted and I still found it great. Then I moved to vBulletin. If you have the money vBulletin is the best by far.
