.PNG is fine but if, you want to reduce the KB of the icon file than, JPG is best format.

.PNg is good for icon designing but it takes more space to store which can increase the loading time of website so in spite of using .PNG for designing icon, make use of .JPG format which will take less space to store as well as has quality scalability.

Portable Network Graphics (.PNG) applies loseless compression on images therefore you will not lose any piece of quality, however as mentioned your file size will be higher than most other image formats - I however believe you should still use .PNG format, it is 2012, most internet connections are much faster then they used to be.

During the design phase save it as a psd. It only becomes a png/jpg when it is ready for production.

Icon is a highly combination between information transmitting and graphic designs. A set of suitable icons can add a professional sense and friendly experience to your software, and make your software much easier to use.

I think an icon is a simple graphic and has limited number f colours so png-8 or gif format would be more suitable for it.

PNG or GIF The reason they are good to use is that you can use transparency if youare creating it with photo editing software such as photoshop.
