    SEO is a process, not one stage only. You have to do SEOworks according to 3 stages in turn. The first is Keywords Research, the second is On-Page Optimization, and the last is Link Building.

    I think Link Building is the most important factor affects to your ranking.

    if you are asking for the most important factors, then I would say:

    on page - page title (will need the keywords in content too).
    off page - anchor text used in incoming links.
