it looks you are buying just for the keywords, in that case I would go with the first one as it is in the right sequence. Maybe think of buying a domain without hypens & don't worry so much about the keywords and think more about a short name that is catchy & easy to type.

You should just get www.buycheapcar.net, still unregistered. Those two domains are crap IMO. The hyphens make it hard to remember and the .com is all jumbled up. www.buycheapcar.net looks more professional and way easier to remember. But, If you really had to pick between those two...I suggest go with the first one.

All of the above 2 suck. The 1st one, having 2 hyphens, being a .cc, & car instead of cars would have no value. The 2nd one having 2 hyphens, & the word order mixed up, makes it worthless as well. If you are not concerned about resale value, then having the hyphens between then can help with SEO. If you're looking at an SEO point of view, it doesn't matter what extention you get, Google treats them equally. I would keep the word order in the correct way as well.
