Which CPA network allows offline marketing?

The title says it all. I posted something in the Azoogle section but no one replied. So I called my manager and just asked, they refused and said they're an online only network and offline leads are not quality leads.

I know where he's coming from with that, but I don't exactly agree. They just don't have as much control. I still don't want to give up offline marketing because it's easy, cheap, and my area is completely unsaturated.

Try some other times and if you couldn't reach to your purpose, start your offline business.

 

No, my question is who does offline CPA marketing and with which network, that's it.

 

How do you want to advertise for an offline business through an online network?
If you want it without having any website its impossible and you only waste your money by doing it.

 

By distributing flyers to your LP?

I know some people have done it with good results. I don't see what's the big deal here.
