which countries requires only Credit Card verification for Paypal Account?

    I have heard that Paypal from USA, UK, Canada etc require Credit card and Bank verification. But there are some countries which require only Credit Card verification.
    May i have your reply on this topic please?

    Also which VCC service provide is legal to get VCC code to verify Paypal?

    Every country except USA UK and Canada. Not sure about Australia but I think only CC is fine
