Hi, I want to know which countries are exactly considered offshore when it comes to web hosting?
I know Iran, Malaysia, China, Panama and Netherlands so far, any other countries?

"Offshore" refers to any country that you're not standing in (or incorporated in to be exact).

any country that their current laws will not punished you when your sites got those illegal contents that US's laws said it's illegal. that country would be offshore. (for the hosting)

I don't understand with why name of certain countries are stated in the answers here. Basically any countries is considered offshore as long as the country is not the one you reside in.
