    HTML and PHP are best for web development. However, HTML pages are loading faster than PHP coding pages. It depends on your requirement.

    According me PHP is best for coding. PHP can be easily embedded into HTML and dynamic visual applications like Flash, Ajax can be easily integrated with PHP. PHP Website Development is fast, chargeless and abiding and guarantees defended interface. A PHP based appliance is simple to plan upon. Hardly any external plug-ins are required to run programme, rather, can be executed wholly by the server, requiring nothing from the end users.

    I think it depends on the project and its complicity, its time-line, its end users. Roughly I can say PHP and Java is the best language.

    Well as you have mentioned web development, so i would suggest using PHP. Very robust, an open source language, cheap and best way of server side coding.
