A web developer really needs to know a variety of things, for example: HTML - You've got to deliver your websites in a format that browsers understand. That's HTML! CSS - You should know how to style elements to make simple and complicated designs easy to code A serverside langauge - like PHP, RoR etc - I can't tell you which one to you but if you want to develop dynamic websites you'll have to use a serverside language. I personally use PHP Javascript - I can't code javascript but I know how to edit and use code out there to my advantage and I think developers in this age of web development should too - jQuery usage at least! Not a langauge but you should know how to structure database queries - Again I can't tell you which database engine to use but i'd reccomend MySQL.

You can't write server-side code in HTML and you can't write client-side code in PHP. The best is HTML, CSS, Javascript and PHP (or Cold Fusion or ASP - your choice of server-side language). You have to use them all, unless you want your page to just sit there like a snapshot. It's like asking whether your heart, lungs or kidneys are the important part of your body. They all are.

PHP & mysql is the best option for developing a web page and also you need a great bit of knowledge of HTML/CSS. Because PHP is more easier than any other language and also an open source language so you will be able to put some thing extra in it.
I think that HTML/CSS. Because you need to use all of them at some point to code. CSS to style and HTML is your main content.
PHP is easier to learn if you don't want to actually have to learn anything - like coding (programming). Cold Fusion, Ruby and Python are other good choices. Cold Fusion is a lot more powerful than PHP, but you can't fake it, you have to learn programming.
I think a website with only HTML, CSS and PHP is simple and fresh~ , although including flash, action script will make the website more beautiful.
