    Depends what type of site it is. If its an online store then joomla probably. For everything else there's wordpress.

    Sounded a bit like an american express advert that.

    It depends what exactly you would like to do... You can create the website in Java, PHP, etc.. What exactly is your idea and think whether Wordpress could help you or not! ;)

    I think wordpress is best option for you. Because there are lots of themes and plugings are available to use for free. Also you don't require deep technical knowledge to use this CMS....

    1. Select theme according to your niche.
    2. Add Seo plugins.
    3. Add Xml-sitemap plugin.
    4. Add Social media plugin.
    5. Add anti hacking plugin.

    In short you can easily customize your website by yourself , if you don't have expertise level knowledge of wordpress its not a problem , search for youtube videos and you are good to go.

    Well, that really depends at what sort of services are you going to offer. As per my viewpoint and working capabilities. I do really feel that JOOMLA is best for CMS based web design as for the rest PHP and word-press both are doing great.

    I do not think you can go wrong with WordPress no matter what site you have. There is a theme for just about any kind of site you can think of and there are plugins for any thing you need on a website. It is also the most popular and well supported CMS around.
