    Hi
    I need a cms ( or have to find the best cms and modify it ) that is best for my plan.
    I'll need to have various account types ( probably 7 or 8 ) each having its own control panel
    I'll need to have categories and sub-categories and a lot of features
    I think i should start from open source CMSes to save time and money.
    which cms do you think is best for me?

    Joomla based CMS can give you what you want. You can use the extensions for more functionality.
