    In my opinion WordPress is better than Blogger.
    However backlinks will make the difference not just some CMS.

    the blog that you regularly update and get plenty of backlinks to will be better than the blog you rarely update and only has a few backlinks to.

    Regular update plus quality/unique content will rank your blog quite high. But highest? There's plenty more need to be done. ;)

    Getting to the top of the engines is something which rests partially in your hands and partially in the hands of the engines :). The latter though, is heavily influenced by the former

    This is a great thread starter question, and a great response, however, if one wanted to start 5 blogs, and do the necessary seo, which 5 free blog hosts would be best to begin with.
