You don't need one. There are only about 5 search engines that a significant number of people use. Other search engines mostly take their results from them and/or are used by 2 men and a dog. The major search engines will find your sites through following links.
I agree, submitting to search engines is a waste of time. Just get quality backlinks and the search engines will find and index your website.

I have been getting some traffic from Guruji as well as AOL lately. I don't bother about submitting my site to SEs anymore, if you have backlinks, they will find you.
I dont find any tool for it. But for the famous SE no need to do it bcz it will find you automatically. for others no famous better add manually other wise will be in trouble
