just make sure that you explain the job description fully. so they will bid to your post. Also be reasonable on the price
I agree with jackburd that creating a detailed description of your project is key as is setting a price that reflects what you need. In the end, you get what you pay for so offer as high a budget as possible. try odesk.com I think you should post a professionally-worded job posting/project (these always attracts a lot of freelancers, with luck, you might find a good programmer in the bunch). Give as much details as you can and be reasonable with your budget/max bid/etc. (should be commensurate to the nature of project)
Another plug for Odesk. The work diary is a nice feature that records time spent on your project along with screenshots and notes so that you can actually see the progress of their work.
Freelancer dot com is the biggest and most used of all freelancing sites, so if you aren't getting any interest from members there then I doubt you will get much anywhere else. The market is so slow at the moment.
Odesk is the best and most organized professional looking freelance portal I know. Employees are all responsive for new projects and Im sure that you can get one from there in no time.
