which applications i need to learn for webdesigning

    It doesn't look like WordPress, although it may be possible to mod it into one. I find that the site is more closely related to Joomla or Drupal.

    learning html would be a great place to start. from there, the possibilities are endless. check out w3schools.com

    This particular website you could do with Joomla comfortably.
    Joomla templates are easily modified if you just intend to change the logos, colours, designs, etc. Since the template are dynamic for this site not a lot of modification is needed. As an example. The internal links in the boxes on the homepage can be inserted using a plugin called mos_module mambot that will insert modules in the content, and these contents will hold the link information.

    If you intend to learn your self I would recommend 'joomlamagic' as a video tutorial (just google, or PM me) and the obvious place is forum.joomla.org. If you are intending to do yourself then will take some time to pick up the skills of understanding Joomla, after that you will be flying.
