Wow, impressive job on the list/ratings! I use Hydra- have for some time. They're good with payouts, etc. and I'd rate them highly although have to say lately offers haven't been that great and consequently not bringing in much revenue, but it could partly be the economy, too. At least I'm hoping! Never blue is another one I use but all of a sudden I'm seeing more clicks to their redirects to a "webfetti" and some site that sells checks. I triple check the ads I'm running to make sure they haven't expired, yet I get over 100 clicks to those other totally non-relevant sites and I fear that makes me look bad - like I'm trying to advertise one thing but really sending people to something else entirely and that is NOT the way I want to run business. Anyone know why this happens? I've been doing this for 10 years and never saw the likes of it elsewhere. Now I know merchants will redirect ended offers, etc., and I totally understand that and would rather see that than that a visitor winds up at a totally dead link, but so many? and so often? When the offers still are active? (Scratching head...) Also haven't made anything on Never Blue after a few months of heavily promo'ing a few offers I felt tied in nicely with my sites. not sure how much more time and effort to be putting into their network. Amazon, some top affiliate programs from cj, cb and other affiliate networks. You should pick and test the offers from the affiliate network, only a few may bring you profit.
There is no 'best' affiliate program. What may work well for someone else may not work at all for you. Someone could say PayDayLoans is the best but it may be too competitive a market for you to tackle or you could have a site that's not a match at all for that market. Some of the highest paying markets for affiliates (and therefore the most competitive) are CPA free trial offers, lead based offers like loans and insurance, dating and travel affiliate programs.
