Are you interested in residual affiliate programs or high paying one-time affiliate programs?

I would say give clickbooth or azoogle a try, both great companies.

Oh, for Rapidshare kind of traffic, it's NORMAL that you got paid $0.21 for 10 clicks... most PPC programs who allow such traffic are paying around 1-2 cent for such clicks.

If your traffic is rapidshare/warez/etc kind - You can either continue getting 1-2 cents per click in PPC programs or try some adult sponsors, because we know what rapidshare is full of, but conversion ratio will not be too high.

CPAStorm has plenty of great zip and email submits, I have a review on them if you need it!

The key to affiliate programs is to integrate the links in content pages that reflect the product or service you're trying to sell. Simply having them in the sidebar on an unrelated page will not produce significant click-throughs.
As for payment, I suggest you search for small companies that are just starting to offer affiliate products, as they tend to offer higher commission structures. Finally, you can use the "Smart Zones" in CJ to have affiliate links assigned to content pages in similar fashion to Adsense, the exception being that you cut out the middle man (Google).

It really depends on what you want to promote, offers, intangible goods, tangible goods, etc. each has great affiliate networks that stand out from the rest.
