*I'm not a directory owner, just stating my opinion*
The design might suck but the site provides good content, and that is what is most useful to a visitor.

The bot will index the url and will take description and title from the website

so they can't tamper with submission

It will also look how many pages a website has and also will look at the content of the website and will see whether the website is optimized for the keywords or not!

thats why I am saying Bot is better than me and I will also browse through the listings to see whether the sites conform to the standarads or not!

It is excuse most of the site owners are using

PR5 or high quality content is not a excuse for not having description or meta tags

If you are not having meta tags then the site owner is loser as the user will see the description of the site in search engine results and will judge whether the site is useful or not

I have some set of standards to follow and we should not simply accept a site even if it is high quality content site!

As the web gets larger and larger ,these meta tags would differentiate a good site owner from others

If he has meta tags then we can judge the site owner is doing his best develop the content of the site !

    Yes I agree with you!

Also by no way a bot can't judge a design of a site!

    Okay ,

Let us see it 6 months from here!

It seems that you have not read my previous posts

The bot also prevents content less sites! and I am continously improving the

    algorithm also !

Minstrel, submit a spammy or content less site here

    http://www.innermobiles.com/add_url.php?c=15

let us see whether my site accepts it or not!

The only other thing I need to work on it is to prevent non language site being listed!

Out of interest if this site was submitted: http://www.adoproperties.com/tr/index.php (in Turkish)
Would your bot be able to see there is an English version
    http://www.adoproperties.com/en/index.php
And change the submitted Turkish url to the English one?
Or flag it up as multi-language for you to edit?

also I am in a fix as whether to allow other language sites or not?

But I think I will most probably allow them in my another directory!
