Whether or Not to deal..Confused..please help!!!

What RED letter members actually refer to? and is it safe for me to deal with him? Please suggest. Thanks in advance.

    my concern is that i can't have access to his profile page and what if i got charge back after pushing him the domain. That's all. He had not yet PMed me neither I can. What will you recommend?
