    The name registered on your PayPal account must match the name registered on your bank account.

    Yes, you can verify your account. But make sure that the address in your CC statement and in your PayPal account matches.

    Yes you can, But first you required your father's permission then Register at Paypal with your father's name put all info as on card whichever required by Paypal.

    Yes You can Use your father credit card to verify your PayPal account, I have done same(added my Friend CC) and I have different credit card name and PayPal name and address too

    I guess yes you can because recently I added one additional credit card which was on my mothers name into my account verified paypal account
    But in my case it was already verified with my credit card, I just added a new one with my mothers name and it accepted

    Well the catch here was , when I added my mothers card , it asked for the name and in the name window (Surname or last name) was not editable but first name was allowed to be edited, so I change the first name to my mothers name and added a card and our last name is same .
