It is depending on Google, you can make quality content and build some back links then get back from sandbox.
I personally don't believe in google sandbox. As the site matures it moves higher in SERP as long as you keep doing seo for your website.
I used to believe what I read, but experience now tells me that it does not exist. Although I expect sites which appear one day and have hundreds of backlinks the next, could well trip some kind of filter and get penalized, if it's called the "sandbox effect" or just the "Ha ha serves you right effect" is down to interpretation.
Sandbox effect is actually designed to de-rank news articles and other suddenly popular pages that don't keep their relevance for very long. They fade in popularity, and the new link building for them drops off too. Google analyses these pattern and deranks the site to make way for more current news. When you build a tonne of links and then stop building, your site matches this profile and gets deranked after a couple months.
The "sandbox" effect is triggered by the length of time for your links to be registered by Google. That's why "high quality" links are so important.
