    There are many methods, but in my opinion, dofollow blog commenting, and social bookmark submissions are the best methods.

    As far free sites, backlinkwatch is the way to go.
    If you are willing to pay, I would recommend using the SEO Elite program which has a backlink option that tells you the PR as well long with other details.
