    My advice would be to look up offshore merchant account providers who have affiliate programs. You can also contact them directly and discuss a price per lead.

    Typically merchants that are hard to place or on the restricted list for domestic processors or merchants that experience chargeback issues. Why, do you have a supply of these type of leads?
