I believe no signature is allowed? You must be the registered Yahoo user only allowed to post questions and answer to the thread.
You can put links inside of your profile. They basically prohibit putting commercial / personal links inside of answers to questions, or to questions. but a lot of people do it anyways.

No, you don't have to be an active member. You just have to be at level 2 (250 points for that). If you log in months later and you're still at level 2 there won't be any problem posting links.
Yahoo do not allow signature or something like that, in yahoo answer you have to earn points if you want to gives links, you can give links if it is relevant otherwise yahoo answer will disable your account forever and you can't give fake answers or spam.. You have reached certain level than your links will be clickable.. I hope this helps..
There is no Signature as such in yahoo answer. But yes if your yahoo answer account is level 2 or higher , you can insert website URL in the resource. But that website have to be relevant with answers, else it will be considered as spamming and your account can be banned for that.
